Why are people still saying the Rinnegan can cast Genjutsu?

I am going to totally agree with Dr. Proof since the mizukage (clam guy) can also use genjutsu base on yin/yang manipulation. More info go to Dr.Proof thread..

For a while now I've noticed some members claiming that the Rinnegan is capable of casting Genjutsu.I,for one doubt this entirely and I have the following evidence to support my claim.

When Deva Path fought Kakashi there were some misconceptions as to what really happened when Kakashi's attack missed:

Clearly you all saw Deva Path stabbing both victims with the chakra receivers used to bring about each Path's mobility just before the ominous image of Deva Path's eyes appeared over Naruto and Kakashi(causing his attack to miss)an due to this is is safe to conclude that what happened both times was not genjutsu but simply a temporary disruption of the target's chakra flow brought about by Nagato forcing his own chakra into each victim's body.

Note:I'm not saying that a Rinnegan user who awakened the Dojutsu from EMS cant use Genjutsu(by using Sharingan/MS/EMS)but I'm stating the fact that the activated Rinnegan itself cannot cast Genjutsu.

The Rinnegan is the final stage of the Sharingan, it's not a separate doujutsu. There are also a number of abilities Madara has shown both explicitly and implicitly with his Rinnegan, abilities that originally are obtained through the Sharingan:

Not stated outright, but how else is he able to follow the Raikage's top-speed? Remember, Raikage admitted that he could block his top-speed and reasoned that he would need to increase his speed further to crush his guard. This was accomplished by Onoki making his body lighter while the Raikage used his highest level Lightning Element Body-Flicker.

Another "Eye of Insight" Example

Madara claims only his "eye techniques" could see through Hashirama's Wood Clone Technique. Obviously, there were other Sharingan and Mangekyou Sharingan users during this time (his brother Izuna) - but only he could see through this technique?

Why is that?

The obvious conclusion is that it was due to the added boost of his Eternal Mangekyou Sharingan which gave him this ability. Makes sense, as he is the only known EMS user of his time.

Rinnegan using "Eye of Insight":

Naruto's Shadow Clone is standing right in front of Kakashi, he is directly in Madara's line of sight. Madara immediately realizes that this is another one of Naruto's Shadow Clones. After the real Naruto (who was standing behind Kakashi and out of Madara's line of sight) spoke for the first time, Madara referred to him as the "real one."

Recap

1. Madara was able to keep up with the Raikage's top speed; not even Sasuke's MS is capable of this feat. Rinnegan is two levels above the Mangekyou Sharingan.
2. Madara's ocular powers (EMS) made him the only one capable of seeing through Hashirama's Wood Clone.
3. Madara's Rinnegan was able to immediately differentiate between the real Naruto and his Shadow Clone.

Conclusion: Madara's Rinnegan retains abilities gained from the initial activation of his Sharingan, and along with Susanoo (Mangekyou and EMS versions), there is little reason for us to believe that it does not retain all of the Sharingan's powers, at this point in time.
