Deidara could defeat Minato, yes. This isn't synonymous with Deidara being stronger than Minato.
Deidara will dodge water bullet very easy. Minatos space time barrier won't work on c4, see OP.Keeping his distance means more time for Minato to counter whatever he throws at them with S/T barrier.
Also water bullet is a long range tech, keeping his distance isnt going to save him.
Deidara doesn't start on the ground....

It's not that the OP contains any wrong fact. It's just that it's unrelevant.
First off, we know more or less the full abilities of Deidara, but not quite. For instance, he had put the restraint on himself to only use the explosion style in conjunction with the stolen jutsu that allows him to manipulate clay. He usually fight this way because of his sense of art. For what we know, Deidara could have a ton of options with explosion style that don't involve clay or shooting or, vice versa, a lot of options with the clay jutsu that we just don't know.
Conversely, we don't know much of all of Minato's abilities. We know that he is proficient with high speed taijutsu, space-time jutsu, bukijutsu, fuinjutsu, shape transformation and summoning. But that means not that we know all of his abilities. We had no idea he could use lifeforce to seal people, before we saw him doing it; we had no idea that space-time barrier existed. We probably don't know at all of other feats he may have. If, for instance, Minato is versed in lightning style, then the fight is a lot different than if he is nothing of the sort.
However, let's say that what we've seen so far is all that these two can do.
Who can say that Deidara can and will dodge ALL the kunai Minato can throw? Remember that there are many instances of ninja who redirected a thrown item with chakra to give it a "homing" effect. At the same time, how do we know that Minato could dodge all the bombs with scientific precision?
But let's assume, as the OP does, that Deidara can always hit Minato and not vice versa. For instance, I have an hard time seeing Minato dodge the C4 Garuda, which is hardly dodge-able at all. But, does Minato KNOW about the C4 Garuda, or is just oblivious to it? If he is oblivious, he'll undoubtedly get disintegrated. But why should he be oblivious? Fights in Naruto don't always go that way, and that usually makes a difference. Shikamaru just cannot beat Hidan, plain and simple, if not after observing and understanding Hidan's jutsu and preparing for it... but we are assuming that MInato cannot do that with Deidara. Why?
But even giving that for granted (that Minato doesn't know anything about Deidara's style) it still doesn't imply that the reverse cannot be true - Deidara could very well know nothing about Minato's style and strong points, thus falling easily pray to a Flying Raijin or to a ranged attack from Gamabunta.
Yet, of course, if we assume that Deidara is attacking from the above, mid-flight (and the OP does assume this) then sure, Deidara got too much of an advantage to be taken by surprise by any of these. But here we are basically saying that we can hypothize that Deidara ambushes Minato while the opposite cannot be considered.
Therefore yes, IF Deidara is bombarding Minato by surprise and IF Deidara's style is entirely unknown and impossibile to understand for Minato and IF all of Minato's capacities are the one we already saw, THEN... yes, he's very likely to lose against Deidara.
But does this mean much really?

Food cart destroyer grounds deidara or closes the gap between them instantly. You are severely underestimating minato's speed...
And in a 1v1 you cant give deidara the advantage of having a summoning in the air, thats ridiculous and immediately puts him at an advantage. If they started on the ground then he would get blitzed before he even gets a chance to summon his bird

That, my good sir, depends. If they begin on the ground, Deidara may be susceptible to a blitz. Minato's only issue here is C4. Minato easily dodges C1 up until C2, but C3 is taken care of with the S/T Barrier. If Deidara decides to use his Dragon, I'm sure Minato can get the element of surprise with food cart destroyer, landing on top of his dragon, and killing Deidara in the process. If Minato can tag him, which I'm sure he could, he wins. If not, it goes to Deidara.
You must know though, Minato is one of the hardest to fight without knowledge. Deidara doesn't begin while he's on the ground, so if Minato can throw a couple of Kunai besides him, on top of him, or anywhere else, how would he know he's just going to teleport out of nowhere and kill him? Long story short, Deidara is screwed if he's anywhere near Minato.
