Well what I like about him is that out of all the Hokage he seems to be the most rational. As we saw in the flashback he came up with the concept of a village and its structure.....which Hashirama later thought about and actually put the thought into practice. He may be over serious and rather straight to the point, but at the same time he valued the lives of Konoha's people and trusted in the next generation as seen when he died to protect his team. Also he chose Hiruzen who loved the people over Danzo, who may have had a more rational mind (like Tobirama), but didn't love the people.

He practically hated the Uchiha and was fearful of their corruptible mind problem, but still tried to give them a purpose to protect the village. Now making their Police Quarters on the edge of town is harsh, at the same time do you really want a police quarters/prison in the middle of town?! And really he did nothing else to the Uchiha considering they kept a title of Noble Clan of Konoha.

Then, his abilities thus far have been awesome. He uses a sword which is cool...having a Flying Thunder God Slash. He has great Suiton which rarely appeared, but when it did it was mostly just water sharks from Kisame. He also possessed Edo Tensei, some S/T ninjutsu, and was physically a monster.

So I. guess in summary is that despite some smaller issues he may have, overall he has a good personality, looks awesome, and had not only a cool, but diverse move set.

Please read my comment. Also, he did not fear the Uchiha. Tobirama feared the evil that Madara became, and did not want another Uchiha to fall into that despair. So if he feared anything it was Madara, but even then he wasn't afraid to go and face him.

Honestly he didn't even truly oppress them...had he done so, they wouldn't be a "Noble Clan" of Konoha. Oppression would be the complete and utter suppression of anything Uchiha, and yet he gave them a key role in the village, kept them as a Noble Clan, and even had an Uchiha in his personal squad...intrusting him along with the rest of his team with the village's future. He strongly disliked the Uchiha...that's obvious, but he didn't go and wipe out the clan for it. Not to mention the reasons for disliking them are just. They are ironically the same reason Madara decided not to continue his dream as a child, and that would be because Uchiha killed his family members.

All of Tobirama's best jutsu are only being brought to light lately. "He has s/t" "He created edo tensei". I feel like Kishi thought he under powered him by only making him OP at Taijutsu & Suiton. Soooo yeah. My Analysis.
