Those 2 times were against 2 people he really lived and cared for so I don't think he would've tried to kill them so I don't think your point makes sense.
Yeah itachi called him a babysitter but at the same time said the best him and Kisame could hope for was a tie.
Also to block shinra tensi and chibaku tensi couldn't he summon a frog or have himself reverse summon to mt myobku?
I thought about this and whilst I'm on board with the rest of your comment, I realised that if he reverse summons himself out of there, he's basically retreated from the fight and forfeited it anyway unless he leaves some toad that he can return by, but it's a bit questionable whether Pain would leave such a toad alive. Summoning a frog alone wouldn't help him with Edo Tensei, but maybe if he could summon enough frogs to fire water and fire jutsus at Chibaku Tensei, it might be able to destroy it. He's got enough experience to get himself out of it, but it doesn't guarantee his victory in the same way that Nagato said his victory would have been secured if he had known the secret of Pain and been able to do Frog Song on Nagato himself or all 6 paths of Pain rather than just 3 of them, which would have guaranteed him victory cos then the major threatening paths or powers of Nagato would be nullified. But his arsenal, ability, chakra reserves, power and experience are enough to make him pretty OP; more so than Oro when he's not using 1st and 2nd Hokage as Edos imo, but I don't think Top 10 material, like some do; maybe not even top 15 considering some of the overhaxxed characters that are around, it depends.
