Rinnegan Genjutsu

I re watched the pain arc today and there were a few instances they had a close up on pains eyes
in the kakashi fight and the naruto one and in the naruto oe the pupuls widened so i was wondering could it cast genjutsu

It only works via chakra/black/madara rods

Rinnegan and sharingan are completely different. Only thing in common is x-ray vision and chakra vision.
They are the halfs of juubi eye.
