The reason I think Rock lee is Faster than Raikage is...
Because when rock lee was a kid he was fast , without weights he was way faster.
Raikage is weak to me period.
But what I'm trying to explain is that , Raikage always have to
Use chakra to increase his speed even when he was losing arm wrestling to tsunade he used chakra.
Rock lee uses chakra but not as much as Raikage.
Rock lee has been training all his life to become the best Taijutsu user.
Other than might Gai.
Raikage has not shown any reason to be the fastest character to me.
In the Chunin exams (Correct me if Wrong) Rock lee holded his own against Gaara.
& you can't say he got his a** kicked , Because Gaara Had Shikaku.
So , that Wasent really a fight between Rock lee & Gaara.
But Raikage , Has not shown how fast he is without chakra.
Which is why , He is not fast to me.
The other reason is Raikage claimed to call him self the fastest ninja Until he met Minato.
So, I'm pretty sure if he met Rock lee he would change his mind also.
But even in rock lee Drunken mode he plays around , & Still out match Alot of ninjas.
Off topic: Rock lee deserves to be the Fastest or Best Taijutsu user , Because in the Chunin exams he got back up Even when Defeated , Poor rock lee :T_T: Sorry I have feelings to.
