[Question] Is this a reason to be negative repped?

I made a tobirama is a democrat thread and within seconds some punk neg repped me for stating in my thread that Tobirama is a democrat. No reason even given for the minus rep? Is this even legal

Negative reputation serves as a means of improving the person who was giving the disapproving comment.

What's puzzling is that you have to state a reason for giving negative reputation.

It's legal, though people don't use negative reputation in the correct manner. They don't use it for the above reason and only for petty differences in opinion.
