Its all semantics. If you define speed as acceleration, like a ferrari or a rocket ship, then obviously people like Gai are faster than Minato. But if you define speed as reaction time, or simply to get from point A to B, then Minato is considered fast. However, I really think Kishi should have been more thorough with his definition.

All minato battle had proven how fast and how quick he is.

Now the only battle which i considered it but Bullshit its raikage vs Minato, that battle shows that kishi does not know how to handle speedy battles..

Minato's kunais travels faster than raikage ''pay atention to the slow motion and the raikage aproching to minato but minato's kunais seems faster.

Obviously if you go by what the manga says then of course Minato is "fastest". But usually, "speed" is determined by things like acceleration, maintaining that speed and getting to a destination. A fighter jet will beat a car from Mexico City to New York. But for some strange reason Kishi threw in teleportation as "speed". Minato has fast reflexes coupled with FTG and a keen mind, but he would not win in a FOOT race with Lee or Gai
