no jaraiya is the strongest sannin its said in the manga
when he was fighting oro with naruto,tsunade he was at 15% of his power because he was drunk or something

kakashi and jiraiya did both get killed by pain but it took 6 to kill jiraiya and only 1 to kill kakashi.

I won't even state my opinion here. I'll reference the anime and manga. Itachi and Kisame had no problem or fear of Kakashi, but were very unnerved about fighting Jiraiya when they went after Naruto. If not for Itachi's Amaterasu, Jiraiya would have killed them in the Toad Mouth Bind right after the invasion of the Leaf.

Also Jiraiya with the help of the Toad Elders defeated 3 Pains and one time. And again with one arm defeated another with his barrier. Kakashi with a Leaf Platoon was unable to defeat one Pain.

Now if we're talking about strategy and intelligence it's shown over and over again that Kakashi is one of the best in the series. His strategy nearly finished off DEVA Pain and was the reason Naruto learned the Wind Style Rasenshuriken.
