Did Kishi forget about Lee's leg weights?

Remember from Part 1 where Lee fought Gaara and took off those megaton leg weights making him extremely fast? Yea what happened to those? Lee could've taken them off and owned Madara and Obito's s***. Or is there something I'm missing?
