Well, I think Sasuke could become the best, but for now it's still Itachi. He had the potential, he showed his genius when he was in Konoha and he was a fast learner. His current focus on revenge though is holding him back imo.

As the writer of the Manga i will have to say you're wrong.

Sasuke awakened his Sharingan when he 7 years old and he also forgot about it he unlock his Sharingan do to the damage of he received from seeing his whole Clan die.

overall i would have to lean to Itachi,however in terms of getting more power madara has got the upper hand, but its not always about just power itachi was classed from age 8 as a Kage mind.
