-Itachi awakened his sharingan at 8, Madara at 10 and Sasuke at 12
-Itachi said that Sasuke has more potential than him, probably out of modesty
-When Sasuke awakened his sharingan he had one tomoe in one eye and 2 in the other one

Sasuke and Madara took longer to mature than Itachi, as Itachi was said to have Hokage level reasoning/thinking aged 7...
He also became an ANBU Captain aged 13..

Itachi was like the 1st generation of the evolution of the Uchiha and Sasuke is the 2nd, Sasuke is more talented because he can learn new jutsus really fast , also his abilty of thinking so fast and effectivly during the battles makes him the most talented of the uchihas. Sasuke awakened his Sharingan when he was 7 years old and he also forgot about it he unlocked his Sharingan do to the damage he received from seeing his whole Clan die.
