Technically he is, he's the only other person to awaken rinnegan. He also carries the cells of a the most powerful senju of madara's generation and perfected hashi's jutsu, and he also carries some of the sages powers, but he's not as powerful as SO6P

How can he use creation of all things?

Creation of all things is the administration of imagination, and the spiritual energy which forms the basis of Yin chakra to create physical forms from nothingness. Then, through the application of vitality, and the physical energy which forms the basis of Yang chakra, he would breathe life into the resulting creations. Madara did exactly that to create black zetsu which is basically his will in physical form made out of nothingness.
