NO, Itachi should NOT be a hokage...because last time I checked:

1. He failed his mission; he couldn't even kill Sasuke - something that would've prevented this war altogether

2. He couldn't even take out the Uchiha clan by himself, what makes you think he could take on enemies? He lacks the firepower to protect the village.


BUT, he is a powerful shinobi and deserves to be considered one of the top 15.
