[Nagato's Rinnegan] Something I don't understand..

Ok. So why did Nagato nearly starve? Wouldn't Madara make sure he would survive if it was all this long plan to revive Madara?

He nearly starved when he had his dog. And he nearly died with Hanzo. Tobi / Madara did nothing to help him.

Madara was dead at that point, tobi on the other hand probably kept a close eye on him as he was responsible for the reason nagato made the a word that the bad guys in(lol I can't spell it) and tobi probably knew that he would need to learn a little more pain.

No he didn't use the Rinnegan to seal the Juubi he acquired it after sealing the Juubi inside himself using Fuuinjutsu, you have to be blind or living under a rock not to see the similarities between the Juubi's eye and the Rinnegan. The Rinnegan is the transformed/controlled eye of the Juubi.

Nagato was very young when Madara transplanted his eyes to Nagato. Madara has sharingan genjutsu which he used to transplant eyes to Nagato thats why Nagato didn't know who gave him rinnegan. Nagato just thought its his own power. Jiraiya took Nagato under his wings and trained him for 3 years in elemental jutsus and taijutsu and some other stuff.

Tobi didn't help Nagato when he was starving so that Nagato will learn to survive the harder situations than starvation. Also Madara instrcuted Tobi to keep an eye on Nagato and make Nagato work for him when Nagato is ready for it.

Also we never saw Nagato switchin his eyes between normal eyes and Rinnegan (like Madara switched between normal eyes, EMS eyes and Rinnegan eyes) which pretty much sums it up that rinnegan was transplanted to Nagato.
