In my opinion Bleach is very much a mixed bag. I only read the manga so I can't say anything about the filler but here's what I'd say:
Bleach at its best is pretty fantastic, I must admit. The beginning of Bleach is done pretty well and everything up to Soul Society is very enjoyable, with some really good fights in terms of action Shounen battles. The fact that it mixes in said action with good plot twists and great character development is really quite something. Unfortunately, Bleach goes down the craphole for a very long time after that. With a few exceptions, everything from the beginning of the Arrancar arc to the end of the Fullbring arc is pretty bad. The quality goes from meh to downright awful depending on the situation. The plot becomes almost nonexistent, character development is so poor that most of it feels contrived as a way to make you feel bad for otherwise boring characters, and it becomes the tale of awful godmodding and pointless powerups that only end up being around for a few chapters before becoming utterly useless. With the Thousand Year Blood War arc, Bleach does get better once again. Plot developments that have been waiting for a long time and character development that had been thrown to the side in favor of trolling are at last around again, making things a bit more enjoyable. Power levels are still a bit inconsistent though and this does mean that Bleach might get some problems with consistency later on, but that still remains to be seen.
Long story short, Bleach starts off well and gets better again near the end. But the middle is terrible and among the most atrocious of action Shounen stories I've ever come across. Don't get your hopes up for the middle, if you're expecting everything to be Soul Society arc level, better make sure to prepare yourself ahead of time because a lot of what comes after is terribly underwhelming.
