The reason is simple, Sakura isn't strong enough to be a jounin. All three jounins that you listed are far stronger than her. Having higher data book stats doesn't mean you are stronger than the one who has lower stats. It doesn't work that way and some stats are more important than others so getting higher stats in certain categories is less useful compared to other categories.

First of all I am talking about alive ninja's and ninja's fighting with the alliance so :-

• Hashirama :- He is dead and not working with alliance atm
• Tsunade :- Was fighting in the frontlines not sure she will survive
• Kabuto:- Fighting against the alliance so no chance of healing the enemies

which leave only two capable medics and they are Shizune and Sakura...
both having being doing a great job of supporting the front line ninja's and plus also figured the zetsu's abilities and both came up with detailed analysis of the same.

Main part was Sakura's contribution and her research which played an important part in doing the analysis as well

In my eyes.. After looking at how she was in the S ranked mission vs the lovely Akatsuki. I think she has earned Jounin for sure. She helped an old lady that was heading to her grave soon with a task the strongest Kazekage of the past could not do. Some people should try showing her more respect because she is not as useless as you people put her out to be. No I am not a fan of her but she is not as useless as you think she is. Bet she can hulk smash the hell out of Hinata. Turn Ino into her bish and TenTen wouldn't stand a chance.

Emotions and versatility.

Jounin's can put aside their emotions for the betterment of the mission. Sakura has shown on too many occasion's that she is incapable of hat.

Sakura is an amazing Medic and amazing close range fighter but she isn't versatile at all. She is similar to Tsunade in the sense that if they get you where they are effective, it's game over. Anywhere else they pale in comparison to most other Shinobi.
