DSM Kabuto is not even top ten.
No way is Muu 20.
Danzo without KA is not even top 20.
Hiruzen should be lower.

Its a good list over all. I just have 2 question, what puts Danzo above the rest? Are you including KA? If you're not I feel as if Danzo is then overrated on your list IMO. 2nd if Sasuke can beat Minato in your eyes why can't Itachi? Their arsenal is pretty much the same, so If Sasuke can beat Minato so could Itachi IMO.

But over all the list is good.
-The top 3 is always debatable IMO as well

Why is Tobirama so high?

Just a guess. We saw how intimidating he was in earlier chapters and he seems stronger than Hiruzen. In the end it just an assumption.

He'd be right behind Muu as #21. They are equals afterall. I think Madara does count.

1-Danzo and tank any move he wants for a total of ten minutes. He has powerful wind jutsu and can put powerful seals on people just by touching them. A, 3rd Raikage and Bee would be defeated in the end.

2-Minato beats Itachi because of better stamina. Tsukiyomi is no problem because wont look into Itachi's eyes. Sasuke on the other hand has great stamina and Minato cant get past Susanoo.

-Why is Bee below Jiraiya, Danzo, Oro, and Hiruzen? None of those guys has a chance of defeating him due to his BM.

Danzo beating A, 3rd Raikage and Bee is slim.
-A has the ability to kill Danzo 10 times. A has enough chakra to last long enough, and is able to dodge most if not all o Danzo's attacks.
-3rd, like his son has a lightning armor, but his is stronger in defense. None of Danzo's wind jutsus would faze him, let alone touching him would be nearly impossible.
-Bee, like above has the stamina to fight and kill Danzo 10 times. And with the 8 tails with him, a seal wouldn't do much to him. We saw Sasuke burst out of the seal by exploding his chakra basically. And Bee has stronger and more chakra.

On the other note. I see where you are coming from with Itachi but I do feel like some eye contact would be made sometime in that fight, and also Itachi has other ways of getting people into genjutsu
