akatsuki main objective is to capture all the bijuu, and akatsuki already formed at that time before naruto grew up and become strong enough to kill pain.

the only characters we saw in the early naruto series were itachi, the fish guy, and the tree guy so if pain know what he is doing, he would've captured naruto when he lost to sasuke at the battle in valley of end

jiraya lost against pain, itachi lost against pain, and i don't know about gai but he only knows taijutsu, plus, he is pretty much the same lvl as kakashi so he might just get beat up too.
