Why do you think otherwise when the hell stab, a vastly inferior tech compared to PSSS managed to penetrate through the 3rd Raikage like a hot knife into butter?

inferior in what way? raiton enhances piercing beyond anything natural. last time it pierced him it only left a scar. PS may leave a bigger scar but its heavily implied even bijuudamas did jack all to raikage

I see no reason why the perfect susanoo, which has better hype than the hell stab and is much more powerful going by feats

they arent comparable. its like comparing chidori to katon. if slashing at the level of fuuton doesnt work and only his own attack actually harmed him when hachibi couldnt, then theres no reason for the hype of him being strongest shield being false because you want it to be. if the only feat it has is shockwaves that blow away thin lines of rock away from mountains then obviously it isnt so good for piercing raiton armour which stopped molecular damage and bijudamas already. you think FRS isnt mountain level in slicing power?
