I guess based on how it was described to operate she could in theory beat a lot of people....the ones who may stay above it are people who are still incredibly strong even without magic like Laxus for instance (who is physically strong and pretty agile).

No, that's not what it says. I read both *********** and Mangareader's version. Here is what they say:

Mangareader: "Because of the huge amount of magic the armor of Nakagami consumes, for 10 years no one has been able to wear it."

***********:"Due to the massive amount of magic consumed by Nakagami's armor, it has been more than a decade since anyone has been able to don it."

Both translations mean pretty much the same thing. What Levy is saying, is that nobody in the last 10 years have been able to wear that armour because they don't have enough magical power to sustain it. It has nothing to do with having a cooldown period of 10 years. If someone had enough magical power, they can wear it, simple as that.

It's basically the same concept as the Sage of Six Path's special weapons the Gold and Silver brothers had in Naruto. Most people can't use it because it drains a lot of chakra. I think the armour is the same thing, except this time it's magical power, not chakra.

You're thinking of Shisui's KA which can only be used once every 10 years.
