To claim that something is 'OP' implies that you have tried every method in countering them and still failed. Either way, to say something is flat-out OP without any proof (And no, YouTube videos of you using the character against someone standing still does not count) is usually down to personal opinion and experience.
I'm not trying to have a nab at you in particular but I honestly laughed when I saw another thread claiming that War Tobi was OP and the proof provided was a video of him using his techniques against a motionless target. *facepalm*

I completely agree with this description, though- i've managed to find ways around fighting PTS Tenten, PTS Neji & Deidara fairly (mostly poison does the trick) is it still fair enough to call Masked Man OP? Because I try and I try and when people abuse the jutsu it's all just a bit ridiculous really.
I have this line-up that works pretty well, MS Sasuke's jutsu works well in stopping him and I use Pain and Haku as supports for the same reasons but the thing is, that's a pretty specific line-up- and you neve know when he's going to show up online... So you can call him geneally OP right?
When playing the Storm Series, I hold the belief that nothing is invincible and you can always get around it. From personal experience on Storm 2 for example, I thought Deidara was impossible to beat until when I faced another person using him, I played a bit more tactically and jumped and dodged during his 'square/ 'X'' spam phase and then dashing in to do damage as he finished his last 'square/ 'X'' move which was where he would fly on that explosive bird and then land on the ground.
Basically my point is, I thought Deidara was OP until I started to spot that there is in fact opportunities and things I could use to open up an attack window. So I still stand by my words that to say something is OP is generally due to personal experience and opinion.

I myself think OPness of a certain 'char' is defined by the person holding
the controller.
You can much compare/mirror it in the naruverse.
The more chakra one person has, the stronger the jutsu becomes.

Did not preorder it but i have a code and goku costume naruto game card. But if enter my code at PS3 store it says error. and on the website of naruto-storm3 i cant find a place to enter my code:S

Hmm...not sure about PS3...works on 360 though.
Good Minato players are ridiculous. Especially with instant awakenings now and his Raijin Level-2 that has the Kunai follow you...
