Who do you think it is? Don't only consider how they taught techniques but also ninja philosophy.

Some obvious top picks:

Jiraiya - Naruto, Minato, Nagato (2 learned to use huge inner powers, 1 became a genius)

Sarutobi Hiruzen - Jiraiya, Orochimaru, Tsunade (the freaking Legendary Sannin)

Orochimaru - Sasuke, Kabuto, Sound Ninjas (seemingly a more innovative group)

Kakashi - Naruto, Sasuke, Sakura (Taught Naruto the concept of elemental jutsu, taught Sasuke the original Chidori and Sharigan basics, trained all three in basic chakra control)

Other notables:

Sarutobi Asuma - Taught the Ino-Shika-Cho Team and though they aren't the strongest individually, definitely one of the most strategic teams.

Minato - Obviously had a lasting effect on Kakashi in terms of philosophy AND jutsu, Also was very good to Obito until he went f'in nuts.

Tobirama - Hiruzen, Danzo (thank you God Itachi)

Holy crap - first three were all killed/defeated fighting one of those students.

J-man because he is the only one who doesn't mind you peeping at women. Plus he's awesome.

I don't really know how much Naruto, Sasuke, and Sakura actually learned from Kakashi. When you think about it they all got a legendary Sennin as teachers after Kakashi. Even though he is one of my favorite characters I think that the most Kakashi did was lay down a great foundation for the other teachers.

Yeah hard to tell what that foundation did. But he did help Naruto learn the elemental tech. and Sasuke still uses what Kakashi taught him in almost every fight.

Jiraiya. He was brilliant and he built up personal relationships with all of his students, plus he is one of the Sannin.

lol. That's a fair opinion. He is probably my personal favorite but Hiruzen is still a serious contender.

Nagato and Naruto can both solo all of the Sannin, sorry m8 they're just not up there.

Well Kakashi did introduce the chidori to Sasuke and helped Naruto develop his wind shruiken, as for sakura......yeah
