It says there that the Sage developed a certain ninjutsu ..... and that ninjutsu is still being secretly passed down to this day

It (certain ninjutsu) is the Sealing Jutsu Process of Jinchuuriki ...

So by Tobi's statement alone, it is inferred that Fuuinjutsu falls under Ninjutsu.

It is as simple as this....The uzumaki, made the shiki fuuin. Then as they have with everything else, they made a release(as being locked inside of a deathgod for a eternity, rather than being reunited with loved ones in after life is terrible. So simply the uzumaki has the death god seal, and had a death god release... the uchiha have nothing to do with the death god, nor does the tablet.

The reason oro chose the tablet room, is likely as it is just a room of knowledge....but is certainly not related to the death god...

I believe it goes like this: Uzumaki + Hyuga = So6p = Senju + Uchiha

The Byakugan is the original dojutsu, the Sharingan and Rinnegan came as a result of the Jiuubi who affected the Sages genetics.

However, if they could use RDS yet couldn't do the unseal, why were only the souls of the Shodai, Nidaime, Sandaime and Yondaime Hokage as well as Orochimaru's arms the only things unsealed? You cannot say that RDS simply went unused if it was given to the Uzumaki Clan by the Sage of the Six Paths.
