That's true. But on NB, characters like Naruto for example can use all elemental ninjutsu. In the manga, Naruto can only use Wind. So, I think Ali is allowed to use elemental ninjutsu, even if he is Pein.

Accepted that "eating" chakra would be overpowered, but as Pain, he CAN do it, there's no question of overpoweredness ruining his move......

yeah but if they appered directly under god realm then there is no time for hungry ghost to get there in time to absorb the chakra.
