I think Amaterasu is the strongest Jutsu.

Like Itachi said, "Every jutsu has a counter".

I ALMOST agree with that statement. He was 99.99% correct.

The strongest jutsu's that we've seen had counters:

Chibaku Tensei- Destroying the core of the gravitational pull entirely, stops this jutsu. Though, you do need an extremely strong attack to destroy the core.

Shinra Tensei- As strong as it was, a 6 Tailed Naruto was able to completely withstand it, and turn it's force on Pain instead.

In the opposite direction to or in conflict with: "some actions ran counter to the call for leniency".



Here's the thing with Amaterasu and why I consider it the strongest jutsu, it cannot be countered.

When it comes to Amaterasu, you can:

A) Dodge

B) Permanently lose an arm or a leg, or any other limb that gets engulfed in the black flame.(Reason why Ei was...."disarmed".

C) Use an extremely powerful Substitution jutsu.

D) Izanagi


You see, the reason why I consider Amaterasu as the strongest jutsu, is because you cannot do anything besides avoid it. You can only run or lose your own arms and legs to avoid dying from it.

And there isn't anything in existence that Amaterasu cannot burn. Everything must burn, and be annihilated.

This is why I think Sasuke is much too powerful now, and the strongest Uchiha by far. He controls Amaterasu like a part of his own body.

Amaterasu was just hyped to burn everything, if so, why didn't it continue to burn and burn the entire forest when Itachi used it and spread throughout the Shinobi world? It's not going to continue to burn forever, it extinguishes like any other fire, it's just a lot stronger then other fire jutsu.

How would you seal it in battle? Jiraiya did it after he had all the time in the world once Itachi escaped. You cannot seal it like he did when you're being attacked by it.

You can't block it, it spawns where the user focuses, if you are faster then the eye can focus then you can dodge it, the only reason Gaara dodged it was because it was enton, not amaterasu directly.

What about Gaara and Obito

Obito used Izanagi. Gaara's sand is much too special, it has his Mothers will imbued in it. The sand protects him instinctively like a Mother would, and it is extremely fast, again, that's a dodging and avoiding tactic not a counter measure.

I think while this is true, due to amaterasu being shown to have projectile-like properties, very few excluding Gaara or maybe Hashirama can muster up a defense in time to effectively block amaterasu. Speed is the most effective option against it.

Well if it is then that validates Jiraiya even more as one of the strongest ninja to live during the naruto's life. He knew exactly how to handle amaterasu and sealed it away quickly.
