In a full intel situation he knows that he needs to deal a direct death blow put down Tsunade and not have to worry about Byakugo.

Hirudora crushed a Lv. 2 Susano'O. Tsunade's body isn't making it through that.

This isn't a vs match. This is a tier list. And Tsunade is overall a stronger and more versatile character then Guy, Naruto ( immortal arc ), or Hebi Sasuke. You can't put in the same tier with those guys.

Explain why is Tsunade on the same tier where Mei, Naruto, Hebi Sasuke and Konan are, when she is clearly stronger then them.

Naruto's variants are so high because of his potential to enter 4tk. Which Tsunade can't beat.

Hebi Sasuke has genjutsu, strong Raiton, Curse Mark, Snake Jutsu. Both Naruto and Sasuke are stronger than her in those forms.
Konan has an intangible like ability. Many ninjas can't hurt her.
Mei isn't to far behind her.
