Ehhh I think Tobirama should be Legend tier (IMO), and Ebisu should be Tokubetsu Jounin (Ebisu is classified as Tokubetsu Jounin) but really good IMO.

The one problem with the way I made the list was that people try to argue that certain characters should be where they're ranked in the Manga (Like Mizuki is a Chunin but he's not up to par with who's in Chunin Tier)

and Tobirama just got a bit of Hype, so if that goes anywhere he might go up.

Guy is capable of beating anyone in Kage Tier.

J-Man and Oro can beat quite a few people in Legend tier

He can't beat Tsunade.
And Tsunade is easily stronger the Naruto, Hebi Sasuke, Konan and Kakuzu.

Who can Jman or Oro beat in that tier?

That Kisame was weakened, but still, Guy's strongest attack wasn't able to kill him.

Ya, but Guy still beat him every time they fought. Guy > Kisame. and as for your Tsunade can beat Kakazu comment, YA RIGHT. She has no long range attacks. Kakazu is faster, and has way more experience. If Kakazu went long range mode, she has nothing in her arsenal to counter that. And if he released his Fire, and Lightning heart, it would be a 3 on 1 with Kakazu still having 3 extra lives. Kakazu > Tsunade.

Nagato should be up there in the god tier, imo Nagato beats Bm naruto but looses to Madara and Hashi, but they're all in the same league.

He can't beat Naruto. He doesn't keep up with any of them

Jiraya can beat Yagura, Orochimaru can do everything Kabuto could do but now with a body made of almost only Hashi cells. He can beat a minimal of five of them thus deserving that position.
