The hokage's duty is to look after the village and its affairs. For hiruzen to be a Monkey Sage he'd have been required to go through training as Naruto did. That would mean he would have to leave the village and appoint a substitute - Never implied. Also, if he left the village and surrounding nations/Akatsuki found out, their could've been war. Hiruzen spent his time learning konoha's affiliated jutsu as we see him doing here:

If you are trying to put forward a theory it's best you come up with something solid instead of making a thread based on pure assumption with the expectation of convincing the majority. In the end, the time it would've taken hiruzen to master many jutsu of different elemental types being:

-> Katon
-> Doton
-> Suiton
-> Fuuton
-> Raiton

This would take many many years to master from his appointment of hokage at roughly 21yrs. His other time would be secluded to maintaining the village and looking after his wife and family. This is the duty of a Kage. Then there was the 3rd shinobi war. Hiruzen wouldn't have had the time to leave the village without a hokage to go into SM Training. Again it was never implied and is too farfetched of a theory.

No, i don't think so! Not every person needs to have Sage mode to be powerful!

Hiruzen was extremely powerful for his age and is the only character in Naruto that I feel represents what a true ninja is. He even looks like a true shinobi. Hiruzen was powerful because he knew how to take many forms of elemental manipulation and use them masterfully.
He was even able to combine them, that is why he was highly revered and considered the strongest of the kage. Not to mention he also has no kekkei genkai or kekkai dota to fall back on.

Look at the oonoki, main elemental mastery earth. (i know he has a dust release). The raikage is obviously lighting. Mizuukage oddly is has three as well.

But Hiruzen, knew how to look at a situation, calculate and counter on the spot.

I seriously doubt Hiruzen has sage mode.

These threads about sage mode and everyone having this mode is getting has bad as people saying naruto or sasuke will get rinnegan.
