Hmmm. Possible; however, becoming Hokage means gaining the will of the people as Itachi had stated himself. As an Anbu member he was probably more reserved or discreet by nature so he wouldn't have the acceptance of the people appeal.

Still, he'd easily be a worthy and good Hokage....but he's a pacifist so I doubt he'd take the position.

we know nothing about shisui except he had KA which is only usable once every 10 years , how would he become hokage?

well shisui deserved the title of hokage... he was the one who inspired itachi... and he had MS wid him so we can consider that he was strong.. and abt ur misconception abt KA i agree that he could use it once in 10 yrs but he was praised as the most powerful genjutsu user of all times..

I agree and it was my first thought, too. It's a pity he'd be judged because of his bloodline and never even considered to be a ruler. I could see him working alongside the Hokage though.
