I agree and it was my first thought, too. It's a pity he'd be judged because of his bloodline and never even considered to be a ruler. I could see him working alongside the Hokage though.

If you look at the bigger picture, the situation with Tobirama and the Uchiha is like Hitler and the Jewish people, but that's not something to get into, and Tobirama has a heart underneath all that seriousness and a reason to distrust the Uchiha.

He would've been such a great Hokage but that's not what Itachi was about, he was like Shisui; believing in a shinobi way that guards the village from the shadows, to be that kind of hero is a true shinobi in their eyes so going into the bright shinning light of becoming Hokage was never going to happen, too bad for us lol
