Edo Itachi is stronger than Edo Nagato. Constant full Susano'o and spamming Amaterasu, Yasaka Magatama and Tsukuyomi is something normal Itachi can't do, which is why normal Itachi < Nagato. But Edo Itachi > Edo Nagato.

You forget Edo Itachi needed Naruto and Bee's help. Edo Nagato would have defeated Itachi with Chibaku Tensei. And while Itachi can spam those techs, Nagato can spam his. One village-sized Shinra Tensei and Itachi is done for.

Universal Pull doesn't. You have to make Susano'o and the Susano'o has to take his sword out.
While this is happening, Nagato could drag Itachi out of the Susano'o and seal him. Game over.
