State who and why you think a character should have been developed more. If possible, please express yourself legibly and do not use profanity or arguments to which you cannot provide evidence.
1) Kakuzu.
Persona: He's virtually immortal if he collects many hearts or is constantly replenishing his heart stash. He can stitch people back together. He's strong, always on his guard, and essentially has all elemental affinities (probably kekkai genkai elements too if he could capture such shinobi). He mixes and matches his elements to increase efficiency. He's a good team player (despite not being very talkative).
Appearance: I love the way he looks too. The 2nd Tsuchikage is overdone, way too much embalming wrap. Kakuzu is just right (except when he expands his body with those fibres).
I just think Kakuzu was an awesome villain. He is also incorruptible in that he likes to be the bad guy (as depicted during the early War arc: "we also have strong shinobi..."). What makes him even more special to me is that he was taken out by one of my favorite protagonists. Pity Kishi killed him off so fast, both times...
2) The Feudal Lords
Persona: Politicians. Not much more that we know.
Appearance: Rich, good social status, not trained in the arts of combat (defenseless)
Don't you want to know more about them? Why they hold so much power? What it is that they actually do? Their evil schemes?
