It means suggestions that 'whoever' is really strong but there's never any evidence to support it. When was Mei ever hyped?

Shes a kage and was introduced as the only person with two kekkei genkai excluding dojutsu. She had some hype but hasnt done much with it. I didnt feel like going with the obvious answer to this question which is Hituzen.

Yes im aware what hype means. Anyone who is a kage immediately has "hype". The title of kage implies power. Same goes for those with kekkei genkai and she is in possesion of two.

Oh... well then why are people saying Hiruzen? He saved the villiage from Oro, he definantly contributed. But I'd have to pick Sakura, she's just annoying and hasn't really done anything lol.
