I think she is the Godess of Shinobi. Why? Because the strongest male characters are the Gods of Shinobi ( Hashirama, Madara ), so the strongest female character, namely Tsunade, must be the Godess of Shinobi. I know in terms of combat abilities she is not even close to the Gods, but still, she is pretty strong. ( and sexy ). In my eyes she is a true Godess.
