Think tsunade is better than Konan from the fact she is a legendary sanin who proves she is resource full and tough to kill. Plus jiraya mop the floor with her. Konan feat are not spectacular in any way. People always point to the obito fight who she had years of preparation for that fight the still failed.

The only reason she needed prep with Obito is because he could go to the other dimension for 5 minutes.Tsunade can't go anywhere.So she doesn't need prep for her.So in my opinion Konan>Tsunade.
