This is how I see it.

Tobirama started the beef between the Uchiha's and Konoha's goverment.

Danzo finished the beef between the Uchiha's and Konoha's goverment.

Well Tobirama creating the Edo Tensei kind of back fired in his face.

Orochimaru summoned him from the dead not once...but twice. Tobirama can't even rest in peace thanks to his own jutsu.
