Alright, pretty simple. First you create a gust of wind in front of you and you add snowflakes and ice shards to it, to cool down the surrounding area. The ice shards are supposed to be very thin and shard so they can cut through your opponents skin while the snow will accumulate around him and eventually bury him, thus preventing from moving.Hyouton: Paudāsunō | Ice Release: Powder snow

Description: With a string of two handseals the user will create a powerful gust of wind in front of him, which he will infuse with ice shards and snowflakes. Due to the constant rotation as the gust is going towards the opponent, its temperature is very low, which is also caused by the ice shards and snowflakes. When he gust hits the opponent it will create numerous cuts on the opponent, due to the ice shards, and the snowflakes will start accumulating around his feet, burying him and preventing from moving.

This one is awesome. After you perform an ice jutsu you can string the handseals together in order for it to appear as a single sequence of handseals was used. This not only means that this technique is very quick, to almost instantaneous, but it also means that it's very hard to distinguish that something happened to the previous ice jutsu, unless you have a dojutsu to see the chakra. With the wind layer, your ice technique will be protected against lightning techniques in the means of fighting at the same rank. If you use an A rank ice jutsu it would be the same as a B rank lightning. If you add the wind layer which is A rank then it could resist even S rank lightning, which is mind blowing, right? Unfortunately the wind layer has it's drawbacks by being weak to fire, which Ice usually isn't. If you again use the same A rank technique it would be equal to an A rank fire technique. If you add the wind layer it will be equal to B rank fire. Pretty straight forward. Since ice is double strong against water, meaning that it freezes it, nothing will change except that the water may freeze a bit faster if in contact. To top it off, this works with all ice jutsu no matter where you create it on the battlefield. It doesn't need to travel a distance, it just forms around the ice jutsu, whatever it's shape may be. Description: With a single handseal, immediately after using an ice jutsu, the user can coat the ice jutsu with a layer of wind, that will protect the ice from lighting attacks and prevent it from shattering. In order to successfully perform it, the user must train the handseal and be able to string it with the handseals of the ice jutsu, so that it seems like it's only one sequence of handseals. With the wind layer, ice can finally fight with lighting at the same rank. Since the wind is covering the ice, it still has the double advantage against water, meaning that is still can freeze it due to the low temperature, but it becomes weaker to fire attacks because the fire would use the wind coating as fuel to burn the ice quicker and before the melted water manages to evaporate the fire.
