Generations I'd say for the characters from storm 1 and storm 2 added together.

they are basically the same (almost) but generation has more characters so it's better (i own both).

I was really dissapointed in Generations. They announced a large diverse roster, and half the roster was 600 different versions of Naruto and Sasuke. And no boss battles, which sucked ass.
