Next I would think Shikamaru, but he's like Kakashi, who doesn't really want the responsibility unless forced upon him. But out of all the rookies, Sakura is the most likely choice for Kage.

Actually, I'd argue that. In the Pein Arc, after Hinata got killed, she quickly formed a plan into getting Hinata back and save her, put the rest of the villagers to safety given she knew about the Kyuubi chakra as well as formulating a plan into getting Yamato to deal with Naruto. Leadership skills are there. Ambition is there as well. That she wouldn't want that, it's another thing, but same can be said for Shika, for example. Although he clearly lacks the ambition.
