He is edo now. No chackra worry. Currently, he is better then at his best... But he was never the strongest Hokage, he was simply the strongest kage during his era like Minato was the strongest during his. First was the strongest. Little as nothing is known about Tobirama though.

Madara was revived young . I know that he was a special case still it sucks.
