From this list she can beat: Zabuza low diff, Gaara high diff, Sasori with antidotes. She can beat Kakashi if he won't use the Kamui. Against the others she would loose badly.

Kakashi??Tsunade's speed is lower than Kakashi she is veru good in taijutsu but she won't even have a chance to hit him.She's not fast enough.She doesn't have any counter for Kakashi's jutsus and Kakashi is based in long-mid range jutsus when fighting.Not to mention Kamui...She is slow can't counter that.
Sasuke??with his EMS no she has no counter for amaterasu can't heal that and her speed is not good enough.Some Susanoo arrows and she is done.

My argument is mostly about "kakashi without kamui" thing cause that doesn't exist and I wanted to point out the instability of that statement.
And I believe that Kakashi without kamui has a good chance against her for all the reasons I explained above,from which you only get the speed part.
