Who's Water Dragon is stronger?

Obviously, I think Zabuza's is stronger because by the look of Mei's, that thing in its mouth looks like if you double the size, it'll be as big as its whole head. However, if you look at Zabuza's, it looks as if you can fit 20 Kakashi's in it's mouth, if that makes sense.

2. If you look at the scan of Zabuza and Kakashi using Water Dragon Jutsu, why in the top picture of the scan they are somewhat close, however when they perform Water Dragon Jutsu they are very, very far apart from each other??

Is Zabuza a Kage? No. Is Zabuza on Mei's level? No. Logically, you would conclude that Zabuza < Mei in just about everything except Swordsmanship.

Zabuza's was on the same level as Kakashi and I doubt ether one could have stopped Madara's fire.

You need to reread the manga. Kakashi used the Sharingan to enter Zabuza's mind, he suggested Zabuza to use Giant Vortex Jutsu, a jutsu Zabuza already possesses. Kakashi being inside his mind could read his mind for the hand signs it took to perform Giant Vortex Jutsu then performed a illusion to throw off Zabuza then finished the hand signs and used Giant Vortex Jutsu before Zabuza could.
