What is peculiar about that statement, is that it's not really clear to whom it actually applies. The elephant is called Zunisha, but the island is called zou. So in that perspective it's possible that the ones who are being punished are the Minks. There was also a note in the MS version in regards to the translation as there are quite the elephant them in the Zou-arc.

Well as for the punishment of Zunisha, i believe it's one who ate the devil fruit, took on that form and was punished for something he/she/it did in the lost century, which would come down to the poneglyth on it's back ect... just my two cents

I'll have to re-read but I thought it was mentioned in one of Zunisha's speech bubbles so I figured it applied to him/her/it?

I think it has to do with the fact Roger was there in the same way they killed Tom for making the ship, maybe for holding the information that helped lead Roger to the OP? If that were the case though why let Zou keep the poneglyph unless the WG couldn't find it on Zou?

I'm pretty sure the statement that "as punishment, it was forced to walk forever" makes the context lean closer to Zushina, rather than the Minks. Considering that Zushina also needed permission to fight, and not the Minks, makes it lean even further to it being Zushina, as the Minks were free to fight Jack and Carrot was free to attack Zoro. The Minks live comfortably on its back and pretty much function as normal civilization, so it doesn't seem to be negatively affected by Zushina's roaming. In fact, that protects the country, so it's pretty obviously Zushina that's under punishment.

Its like the titan Cronus in Greek mythology. Sfter he lsot the war to Zeus, he was condemned to forever wander the desert with a monolith on his back. The elephant was probably apart of the Void Century and the WG punished its enemies in several ways.

Didn't he need Momonosuke's permission specifically? Otherwise Luffy would be able to give him permission. If it's only Momonosuke, he was probably punished by some people from the Kozuki clan for something.
