I have a feeling he hasn't mastered Observation very well since he couldn't find Pica in the Golem. Maybe Mihawk told him to keep one eye closed until he mastered Observation to a certain level.

You forget that Pica size is incredibly massive. His size alone dwarfs the cities below him which means it would take someone with astute skills to pinpoint his location over that distance. Funny thing is, I'm surprised Zoro didn't master observation better since Mihawk is an observation monster himself.

Remember Aisa(who is an observation expert) could feel nothing while inside a snake. Enel couldn't feel Luffy's presence while inside a snake too. Hell, even Sanji too couldn't feel Kinemon's torso that was just above him, about to be eaten by a shark with observation on. Pica is hiding in a massive chunk of rock, not making it easy to feel his presence at all even for experts observation users, so let alone Zoro. I agree though that it could be a possibility that he is still learning to master it

With the Goro Goro no Mi, Enel can pick up electromagnetic waves, allowing him to overhear conversations and everything around him: this has extended the range of his Mantra to cover roughly all of Skypiea. So regardless if he knows you or not, he can feel or even hear you. Notice that the moment Luffy left the snake, he directly noticed his presence

Sanji already knew how Kinemon's torso could feel since he already felt Kinemon's aura as well

That's not what I meant, poor choice of words. By preexisting awareness, I mean you have to be observing what you're ¨scanning¨ and know what you're looking for before you start scanning. Aisa couldn't observe Skypeia outside of the snake's stomach, she didn't have an immediate awareness of it, so her Observation couldn't work.

Enel couldn't observe the inside of the snake's stomach while outside of it and didn't know there were people inside, he didn't know to look for people, which is why his Observation failed to work to detect Luffy.

That's like a weak sauce parallel broey. The fact that Mihawk is known as Hawkeyes which refers to his insight would all point toward Zoro learning something advance from him which is more likely than Rayleigh who was never a confirmed master swordsman teaching Luffy something he doesn't need. :l
