I think Mihawk can cut diamond if he put's his all into it. But, I agree with Shilliew stealing Jozu's DF and Zoro learning to cut diamond in their fight.

Zoro can already cut diamond into sheer pieces. Jozu was plot. If mihawk tried hard enough, Jozu would have been cut in half.
