Allright,now water or suiton is one of the basic five elements and it involves the manipulation of bodies of water. The water can come from a pre-existing water source or can be created from your own chakra, commonly spat out from the mouth.
Water is weak to earth as earth could just absorb the water and strong against fire as they will cancel each other out creating steam. Suiton is a very versatile nature transformation and involves some techniques that can change an entire battlefield. Water release techniques can also change the viscosity of the water to make it stick to your opponent.

If water were strong against fire it wouldn't cancel itself out, or it would not be considered a strength. So therefore an extremely strong fire technique would cause a lesser water technique to evaporate, not if they are equal.Firstly, thanks a lot sempai for accepting me as your student
