Smoker was clearly shown to be able to keep up with Luffy's base speed when he wasn't even in his own body and when he was in his own body it took Luffy to literally set fire to the floor to keep up. A better question would have been why is Zoro there he's shown no real impressive speed feats.

Anyway base speed I'd say -

Vergo > Smoker=>Sanji > Base Luffy > Zoro

Luffy gear 2nd>Vergo>Sanji>Zoro

Sanji's base speed is enough to do one of the 6 super human techniques and he can move faster than zoro underwater and zoro is faster than a fish man underwater.

Quite frankly Sanji is the fastest base.

Do Sanji and Zoro even have a non-base form that boosts speed? Other than Asura and Diable Jambe/Hell Memories, neither men have a "mode" to go into. And on the question of base, why can Smoker use his DF's ability to enhance speed, but Luffy can't?

In my opinion Vergo and Zoro are the slowest of these five.

Sanji's power is reliant on his legs, so his speed will obviously be incredible. But as is the speed of any Logia (especially when they're "flying") and G2 Luffy.

IMO:
Sanji>Smoker=G2 Luffy>Zoro=Vergo

Although I personally think Brook is faster than Sanji

you must be high as a kite if you think G2 Luffy < Sanji in speed, and Brook being faster than them all. If we are talking about a marathon type race, sure Sanji is faster, but in terms of short distance movement speed, no one here is faster than G2 Luffy.

Luffy has a greater mastery over his body than smokey apparently.

And no. DJ/HM or Asura don't boost speed just power.
Well atleast not DJ and Asura. Hells memories allowed sanji to rocket infront of nami and break like 8 guys necks before franky or chopper could react.

Honestly hell's memories is debatable.
