[Discussion] Zoro Isn't @ the sky royal palace

At first I thought he was at the same block as the one that shot off with Mingo and pica. Till I saw this:-

. There at the bottom right corner, it says Zoro is at "the royal plateau, in front of the rampart tower" not the palace itself.
Which would mean the Royal plateau and the Royal palace are two separate places, although close, but separate.
And here, we see the plateau sinking and the royal palace itself shoot off to the sky:

IMO, with those panels, its safe to say that Zoro isn't with Dofla and the others and we should expect no intervention from him. However, I could be wrong.
What do you think?

If he were there, then he doesn't have to take on Mingo, just Pica. So his abilities won't hinder the others. Afterall it was Pica he was fighting before he bailed on him.
