I bet you said the same thing about Orochimaru. Kaguya made Black Zetsu during the last sealing, why not create something else again with her will this time? You said it yourself that you believe in a part 3.

Besides, Kaguya needs to return to answer some questions only she knows, return the chakra to the people, and make peace with her family. The last one is a must because Naruto's main theme is bonds.
